Seminar “INTERNET CRIME”
“The cooperation of Internet Service Providers with law enforcement agencies and the judiciary in combating crimes against minors committed on the Internet" seminar organized by the [UMK] Cybercrime Research Centre was held On May 14th 2014 in Toruń.
The seminar was opened by the Secretary of State in the Ministry of Justice Jerzy Kozdroń , who in his speech emphasized the pivotal role of the meeting entirely devoted to the issue of providing aid by ISP/IAP to law enforcement and judiciary in the fight against cybercrime. CRC Director professor Arkadiusz Lach outlined the activity of the Centre and the reasons for its founding in relation to other operating units of this type in Europe. Afterwards, professor Andrzej Adamski presented the results of the research conducted by Nasza Klasa (Polish social networking service that brings together students and alumni). Their study consisted of preliminary analysis of the information gathered concerning instances of juvenile portal members being wronged in 2010-2012.
Representatives of ISPs and operators were Maciej Pajęcki, representing the aforementioned social networking site and Paweł Baraniecki on behalf of Polkomtel . The first of the speakers presented the position of Nasza Klasa in the field of studies commissioned by the Centre, referring directly to the professor’s Adamski speech. The representative of Polkomtel tackled the issues concerning the difficulty with providing the requested data to law enforcement agencies. The causes of which are: maladjustment to the current needs of the law, technical constraints and incorrectly, or too generally, drawn conclusions.
Next, Jerzy Kosiński , the adjunct of Police Academy in Szczytno presented the results of surveys conducted among police officers pertaining to cooperation between the ISP and law enforcement authorities .The conference ended with Arkadiusz Lach (PhD) and Monika Rocławska’s (MA) presentation of preliminary results regarding analysis of investigations records concerning the Internet crimes against minors, conducted by the CRC on the basis of the legally valid case files of 2010-2012, which were committed in Kujawsko-Pomorskie province.
